and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS&lt;/b&gt;, on April 23, 2010, Arizona Governor Jan Brewer signed Senate Bill 1070&lt;/div&gt;&lt;div class="MsoNormal"&gt;(Support Our Law Enforcement and Safe Neighborhoods Act), requiring all local law&lt;/div&gt;&lt;div class="MsoNormal"&gt;enforcement to investigate a person's immigration status when there is a reasonable suspicion that the person is in the Country unlawfully, regardless of whether that person is suspected of a crime; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; SB 1070 permits the arrest of a person, without a warrant, if there is probable cause to believe that the person has committed a public offense; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; SB 1070 does not prohibit law enforcement officers from relying on race, ethnicity, national origin or language to determine whom to investigate; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; SB 1070 encourages racial profiling and violates Fourteenth Amendment guarantees of due process and equal protection for U.S. citizens, legal residents and visitors who are detained for suspicion of being in the Country unlawfully; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS, &lt;/b&gt;&amp;nbsp;on April 29, 2010 Arizona Governor Jan Brewer signed HB 2162 which, among other things, amended SB 1070 by prohibiting law enforcement from checking immigration status unless subsequent to a lawful stop and precluded the consideration of race, color or national origin when implementing SB 1070, except as permitted by the U.S. or Arizona Constitution; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; federal, state or local funds should not be used to support immigration programs that promote racial profiling and discrimination based on race, ethnicity or national origin or any other form of discrimination; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; SB 1070 and HB 2162 seriously undermine the U.S. Constitution and are preempted by Federal Law, which grant Congress exclusive power over immigration legislation; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS, &lt;/b&gt;SB 1070 and HB 2162 conflict and therefore create confusing guidance to law enforcement that will result in unequal treatment and an unconstitutional application of these laws.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;NOW, THEREFORE, BE IT RESOLVED,&lt;/b&gt; we should strive to provide &lt;span class="style99style1461"&gt;&lt;span style="color: black;"&gt;the framework for achieving fair and humane policies to fix our broken immigration system and we strongly support comprehensive immigration reform that provides a path to U.S. citizenship for those immigrants who have played by the rules and are contributing to our society. &amp;nbsp;We also envision a system which promotes family reunification and reduces immigration backlogs; provides a meaningful opportunity for immigrant students to pursue a college education; protects our national security with effective and fair enforcement measures; and promotes the civic integration of newcomers; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span class="style99style1461"&gt;&lt;b&gt;&lt;span style="color: black;"&gt;WHEREAS,&lt;/span&gt;&lt;/b&gt;&lt;span style="color: black;"&gt; we also believe that comprehensive immigration reform provides an important opportunity to ensure that our nation’s naturalization process is accessible and affordable for all eligible legal permanent residents. &amp;nbsp;We must make fundamental changes in our system of financing immigration services to address the exorbitant naturalization fee which is putting the dream of U.S. citizenship beyond the reach of many newcomers. &amp;nbsp;We must enhance our national security and the efficiency of the naturalization process by providing for greater accountability in the background checks that are conducted on applicants for U.S. citizenship. &amp;nbsp;We must promote fair policies and procedures for assessing the English language and civics skills of naturalization applicants. &amp;nbsp;Finally, we must establish a national program to promote U.S. citizenship and help community organizations provide a wide range of naturalization education, outreach and assistance services to our nation’s newcomers; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; according to the Migration Policy Institute, as of 2008, there were an estimated 37.9 million immigrants living in the United States; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; there are approximately 12 million undocumented immigrants who work in the United States who are easy prey for economic exploitation by immoral employers; this affects the wages and working conditions of everyone, regardless of status; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; there are approximately five million United States citizens whose families contain undocumented immigrants; these families live in constant fear that current immigration law may lead to their families being torn apart; and&lt;/div&gt;&lt;div class="Default"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="Default"&gt;&lt;b&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;,&amp;quot;serif&amp;quot;;"&gt;WHEREAS,&lt;/span&gt;&lt;/b&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;,&amp;quot;serif&amp;quot;;"&gt; according to the 2005-2007 American Community Survey, more than one quarter (27%) of California residents are immigrants, a rate higher than any other state in the nation.&amp;nbsp; This amounts to 9.9 million immigrant residents in &lt;st1:state w:st="on"&gt;California&lt;/st1:state&gt;, 43% of &lt;st1:place w:st="on"&gt;&lt;st1:state w:st="on"&gt;California&lt;/st1:state&gt;&lt;/st1:place&gt;’s immigrants are citizens.&amp;nbsp; Immigrants and their children make up 41% of California’s population.&amp;nbsp; Of all children in California 48% have at least one immigrant parent.&amp;nbsp; Most non-citizens (70%) live in households that also have citizens.&amp;nbsp; About 75% of non-citizen Latinos live in households with citizens and about 60% of Asian non-citizens live in mixed status households; and&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; on December 12, 2009, Representatives Solomon Ortiz (D-TX) and Luis Gutierrez (D-IL) introduced the Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2009 (CIR ASAP), a piece of legislation developed from the work of civil rights advocates, labor organizations and Congressional members; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS&lt;/b&gt;, the CIR ASAP bill includes reforms on (i) border security, detention conditions, and enforcement activities; (ii) employment authorization; (iii) visa processing; (iv) legalization of undocumented immigrants; (v) strengthening America’s workforce; and (vi) integrating new citizens; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS,&lt;/b&gt; the Campaign to Reform Immigration for America, a consortium of more than 600 organizations from around the nation supporting comprehensive immigration reform, supports the CIR ASAP bill; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS&lt;/b&gt;, just and humane immigration reform should include a path to citizenship for all people willing to lawfully participate in the citizenship application process; and&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS&lt;/b&gt;, immigrant advocates, including the Campaign to Reform Immigration for America, are happy that there is bipartisan support for comprehensive immigration reform in the Senate, but want to ensure that this bipartisan effort will include the promotion of family unification, workers rights, economic opportunity, and national security; and &lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;b&gt;WHEREAS, &lt;/b&gt;it is estimated that tens of thousands of demonstrators rallied in Washington in support of comprehensive immigration reform on March 21, 2010 and on that date, President Obama responded to demonstrators by reaffirming his commitment to immigration reform; professors, policemen, firefighters, community leaders, churches. The young must feel they made the right decision. After all, from what they have heard, the United States doesn't treat people very well, and is so wrong on so many important socialital issues.&lt;br /&gt;&lt;br /&gt;Little did the young know, that they had just been injected with the "Hope" serum. &amp;nbsp; No more poverty, hate or war.&amp;nbsp; With American Idol Obama as President, the planet will be saved and harmony will prevail. The End.&lt;br /&gt;&lt;br /&gt;Where did this mind set come from?&amp;nbsp; School!&lt;br /&gt;&lt;br /&gt;"Just stop going....play sick," said one young voter who felt the indoctrination he was receiving in school was anti-Constitutional. &lt;br /&gt;&lt;br /&gt;When politics enters the class room, there is nothing to stop the indoctrination of the "Hope" utopia society except perhaps a hidden video, if we want to base our freedom successes on luck alone.&lt;br /&gt;&lt;br /&gt;There comes a time to put the fairy tales down, and pick up the Constitution - and NOW is that time.&lt;br /&gt;&lt;br /&gt;Why?&amp;nbsp; Because the battle for future of the Constitution of United States is here now, and what we need is an educated citizenry - not an indoctrinated one. &lt;br /&gt;&lt;br /&gt;If the young don't know why Americans are different from French, Canadians, Mexicans, Chinese, North Koreans or Iranians, then they won't fight to save our Republic, and the United States of America will become part of the United Nations of North America.....in time.&lt;br /&gt;&lt;br /&gt;It will fall if the appreciation of the Spirit of Freedom is not taught in earnest.&lt;br /&gt;&lt;br /&gt;It will fall if those who don't believe in individual freedom, win the battle over young hearts and minds.&lt;br /&gt;&lt;br /&gt;It will fall if we, as Freedom loving Americans, don't see to it that our young are taught the horrors of Socialism, Marxism, Communism in history and the correlation between those forms of government and legislation that is being introduced daily in the Congress of the United States. &lt;br /&gt;&lt;br /&gt;Teach the Constitution - Bill of Rights - Declaration of Independence - Founding Fathers - American History - Government - How Citizens fight back - Organize against things - Debate and Defend Freedom - Fact vs Rhetoric - Personea vs True Character&amp;nbsp; &lt;br /&gt;&lt;br /&gt;Purchase, rent or borrow - DVD or CD series, audio tapes, books by honest historians, not revisionists.&lt;br /&gt;Begin a daily/weekly study/discussion group with your family, friends and neighbors.&lt;br /&gt;Seek out other Freedom Loving organizations that offer such studies.&lt;br /&gt;&lt;br /&gt;When the young adults come home from college, insist that they be part of this study, or loose your financial support for tuition. Why pay teachers to turn your kids into Socialists/Marxists/Communists who will in turn vote against the freedoms the Constitution provides individuals. Find out what clubs they are associated with, what movements they support, if they like Che and why.&lt;br /&gt;&lt;br /&gt;When children come home from their daily schooling, take the time to teach them about individual freedom and what it means to be an American. Ask them about new songs, new games, new home work. &lt;br /&gt;&lt;br /&gt;Come up with other ideas to teach what the real "American Dream" is, otherwise American Idol Obama and others like him will take the power of the people away...permanently.&lt;br /&gt;&lt;br /&gt;Massive new governmental controls over our lives is nothing to feel euphoric about.
